It's the typical Chinese approach. Get foreign coaches, cocoon some of your 1.4 billion people in the sport and eventually some random bloke will be skilled at it. I am reminded by that statistic that if you practise something for 2000 hours you get some competency in it; musical instrument, baking, snooker.
