As above, today I found out this is going on with the collar button hole of this shirt.

Will the shirt be compromised? Can it be fixed?

At worst the top button will fail to stay buttoned at some point. I'd do some stitching to stop the spread of fraying and tears.

If you do happen to know a tailor/business that has a buttonhole machine, you could ask them to re-sew the buttonhole for you or, quite possibly, a good tailor/seamstress should be able to do it by hand, too.
