A Marathon County man is suing the Town of Stettin for $4.5 million after two dozen deputies and an armored vehicle showed up at a home earlier this month because the family owed $86,000.

Roger Hoeppner, 75, is seeking damages for pain, suffering, emotional distress inflict, damage to reputation and economic loss.

"I was doing my battery of pills for myself and for my wife and I looked out the window and I saw numerous activity up there with numerous unmarked squad cars and a battery of officers and I called 911 at that time and a reporter says that they were there to serve a judgement against me," explained Hoppner during an interview with NewsChannel 7 Tuesday.

The Marathon County Sheriff's Department held a press conference Monday afternoon to discuss the matter. They said they wouldn't have handled anything differently after the fact.

Deputies said two officers knocked on Hoeppner's door to let them know what they were doing there. No one answered, the blinds closed and they could hear people inside the home. That's when deputies say they called in their crews and the armored vehicle stationed close by to begin counting the several thousand pallets and tractors on the property.

They say Hoeppner has a history with the town that they say warranted the use of the vehicle to not only protect the officers, but show a presence on scene for him to cooperate.

"This has been a long outstanding problem between the resident and the township and it's been contentious. We've had deputies go to town board meetings to do security. We know we've had our staff involved to mediate this over a number of months trying to calm the situation and it never got any better,” explain Marathon County Chief Deputy Chad Billeb.

Hoeppner did come out once the armored vehicle came on his property. A charge of disorderly conduct was filed when officers say he tried to bowl past them. He was arrested and on the way to jail agreed to pay the debt, because the judgment was reduced.

The sheriff's department says they used the amount of officers to make the seizure a one day operation verses one that was three or four days long. No property was seized.

In a news release, Hoeppner's attorney says it was excessive and caused Hoeppner's wife to go to the hospital.

Terror and death can strike anyone at any time. That's the lesson for Winter Haven, Florida, middle school students, parents and teachers, who were treated to a very special episode of terror last week after the local police staged a mass shooting drill on the school grounds without warning anyone beforehand.

One officer in civilian attire pretended to be a deranged shooter with an AR-15, other uniformed officers burst into filled classrooms with their loaded service pistols drawn, and everybody sort of freaked the fuck out as the organized chaos unfolded last Thursday, according to the Washington Post:

According to Fox affiliate WTVT, officials at Jewett Middle Academy e-mailed parents to inform them of the drill, after it took place. By that point, WTVT reports, cellphones were already filling up with texts from frightened students, who thought there was a real shooter in the school.

In a later statement to The Post, spokesperson Jamie Brown for the Winter Haven police department said they were only aware of one student who texted a parent during the exercise.

"Unfortunately, no one gets an advanced notice of real life emergencies," Polk County Public Schools spokesman Jason Gearey said in an e-mailed statement to The Washington Post. "We don't want students to be scared, but we need them to be safe."

"I thought he was going to shoot me," one child texted to her mother, referring to the convincing faux-assailant.

Winter Haven's resident Chief Wiggum, though, said the whole thing was a smashing success that went down as planned:

Winter Haven Police Chief Charlie Bird told WTVT that the surprise was exactly what officials intended. "It's very important that, when you do your drill, you do it without everyone knowing that it's a drill," Bird said. "How you train and how you prepare is how you're going to react when everything goes bad."

Sometimes, you have to irreparably fracture a confused adolescent psyche in order to save it.

Nevertheless, the school district apologized to parents and the police vowed that they wouldn't draw down on any kids "in future lockdown drills," so you've got that to look forward to, students. Any... day... now. Could be today. Or not! Good luck on that 5th period algebra test.
