That is 100% not true. They do not claim this in the article, in fact the article does not mention the picture at all. Additionally, basically every other German news outlet published this particular gesture in picture and video (also the Zeit itself did ffs). Additionally additionally, publishing more or less likely Nazi salute gestures and discussing them ad nauseam is a favorite pasttime of the German media and it is obviously legal for the press to publish such pictures.
