In some countries you won't see druggies or graffiti around because they know what happens if they get caught. Have diversity of opinion, but if you do drugs or deface things you're gonna get hurt. Naughty people can be reigned in, and order can be restored.

I haven't touched recreational drugs since mid November. But these wankers are all users. I doubt they have anything to peddle. The issue is we keep thinking they are human and maybe 1 in 5 or 10 are worth salvation. Feral animals at least have the decency to clean themselves and find food to survive. These people have lost that ability.
